What can we change or improve under our GRANDFATHERED status.
Our POA has a very small group that is proposing that we install a new swimming pool. (Florida 55+ Association). Our current pool was built and installed in 1971. Due to the quality of construction and the maintenance it has received in the ensuing years it is in PRISTENE condition. Current capacity is 42 - most users I have ever seen is 16
Due to the size of our complex (430 dwellings) we would have to install a larger pool than we have now with it's attendant investment and operating costs. Our pool is currently "GRANDFATHERED" and meets current physical and operating requirements.
This study group is using the tactic that if we want to make modifications or changes we would lose our "GRANDFATHER" status and have to build new. This is causing concern among many of our members.
I have reviewed FLORIDA swimming pool regulations and 64E-9.005. It indicates to me that MANY modifications other than a complete shell can be made. I also feel that this is telling me that maintenance replacements and improvements are also permitted.
I would like to what we CAN'T do under our current situation.
Any expert comments would be appreciated.

You'd need to ask someone who's up-to-date on the current Florida code . . . and how it's being enforced. That's not something I can help with. And since most of my moderators and support team are pool owners, not pool builders, they can't help either.
