Aqualink - To Flow or not to Flow? Bad Cell?

I have a Jandy Aqualink RS (Purelink) with A Jandy 1400 Salt Cell. I was having the dreaded "no flow" (sometimes no service code lights and other times I would have the service code light and code 120/121) for awhile so Zodiac sent someone out to change out the sensor (after supposedly diagnosing it as such). They changed the flow sensor (from old gray one to new black one - which is supposed to have anti-corrode capabilities). Now the I have flow - but when the cell reversing light comes on, so does the service code light and code 121. The green lights (power, cell on, flow light, cell reversing) are on but so too is the orange service code light.

My first question - does the unit still generate chlorine even though the service code light is on? My second question is, could it be the cell that is bad or the board? Researching the forum, it seems that if the cell were bad, it would not be indicating the green lights (flow, etc.). Any help appreciated.

All salt systems are designed to shut down chlorine production when there is a low flow condition.
