3 way valve with 2 O rings

I have another thread here about an ongoing suction leak. Thought it would be best start new topic here. I rebuilt my ortega 3 way valve the other day, and when I openned the thing up, it had 2 O rings, not just one as I had expected. I replaced the one that pressed into the "cup" since I only bought one. I reused the one that was really only a spacer. Well I still have a suction leak and have been giving it alot of thought. I was thinking the second ring was some kind of band aid that has already been applied to this valve. Meaning it has been an ongoing issue. Maybe repaired by previous owner. This pool is new to me. Anyone know anything about this?
