Testing fill water - strange results

I used my K2006 to test the fill water from the hose and got some weird results:

FC - 3ppm
pH - >8.2
Alk - 20

I did each test twice to make sure I didn't screw something up. The low Alk in particular seems strange since the pH could just be slightly high. The color indicator was pretty dark though, if I had to guess I would say it is 9 or better.

I looked up the water quality report for my county but it did not list expected levels for pH and Alk. Any thoughts?
