Foam Wall Liner won't stay attached to pool wall

I just installed a 27 foot round above ground pool. I hung the 1/8 wall liiner up between the steel wall and liner and have put in about 6 inches of water. as the liner has stretched out, it has pulled the wall liner down to the cove molding and is now wrinkled at the bottome of the wall. Should I drain the water and start over, or should I go ahead and fill the pool. The wall liner was installed with the adhesive, which obviously did not stick. Any thoughts?
