Pentair S-20 Weir Flap installation question

I've looked at many, many pictures of my (old Admiral S-20) skimmer and every picture shows the weir flap (part number 85001500) in a position that will not allow the flap to clip over the pivot tabs (part number 85017500). The only way I can get it to clip makes it look like it is actually upside down when compared to all the pictures I've looked at. Any suggestions?
