I just replaced my Hayward super pump and changed my sand in the filter. My pressure was 40 psi, I back washed and it went down to 35. I feel like this is still too high, any suggestions?

Sounds very high to me also, but I'll let one of the equipment gurus advise you on this. Someone should be along. Just wanted to welcome you to the Pool Forum!
I wanted to add that my returns are good and strong like they are supposed to be.
That sounds more like the gauge is broken. Does the gauge go to zero when you shut off the pump? Are you getting decent flow out of the returns?
I would like to add that when I replaced my motor on the pump that the motors thermal cutout was shutting the motor down after about 10 seconds. The problem turned out to be the timer. Some how the voltage was dropping too low and causing the pump to shut off.
