Jandy Aqualink inside control all lights on

I have a Jandy PS-4 all button control and all the lights are on at the inside control. I have removed the inside control and hooked it up directly to the out side powercenter and the same all control lights lit up. I can control my pool pump, lights ect from the outside powercenter bezel. I used a freinds all button control panel and hooked it up outside but same symptom. I have reset the unit removed the battery nothing has helped.

I hve now replaced the complete outside board which has a revision MMM 52 pin chip in it but my all button control still has all leds lit and says REV 6700. I have not triad my friends all button control yet as its hard for me to believe that both the outside board and the inside board are bad.

Any thought on this will be appreciated.
