9000 IG FG pool. CYA = 50 FC = 5 PH = 7.5 Salt = 3000ppm

SWG maintains 5ppm

If I want to shock to 15ppm I would need to add about 1 1/2 gallons of bleach. Does that sound about right?

Yes if your using 6% bleach, 1.5g will boost you up 10 ppm for a total of 15ppm,
