I've never used them but remember discussions here on the board. Basically I think if you have a very still pool surface they put down a chemical barrier to help retain some heat. Don't think there's any hard data to determine exactly how much benefit they provide.
Here's one of the links I found by searching for Fish: http://www.poolforum.com/pf2/showthread.php?t=2983&highlight=fish
They are sold under several brand names...

Mike,
I had a bad experience with the little fishes.
Seems I used them for about a month and started seeing a white waxy something floating in the skimmers. Took it to the pool builder and was told it was white mold and I would have to acid clean everything (they would only charge about $800:eek: ).
Being a skeptic, I took a sample to an analytical laboratory and had them do a qualitative analysis on the substance. $80 later I got the results ---- PARAFFIN The same substance in the little fishes (in an alcohol solution).
Obviously the little fishes went out of the pool --- NEVER TO RETURN:D
