I've had some dead algae (At least I think its dead) settling around the pool.

Its very fine and disappears when brushed or walked over. The filter has a hard time catching it and even the Dolphin doesnt get it all.

So my question is this: Is it a sign of a healthy pool when the algae is always dead or should the algae never have gotten a start in the first place?

The water has been clear all summer...and other than this dusting of dead algae I haven't had any other problems.

I keep my Free chlorine at ~1-2 ppm PH 7.4-7.8 and CYA at 40.

With a cya of 40 you should keep your chlorine at the minimum of 3ppms. Check out the best guess chart sticky in the chlorine forum. If it were my pool I would take the chlorine up to shock levels which for your pool would be 15ppms. This should help break down what is in the water so it will be easier to filter out. You can also put a skimmer sock on the skimmer, or cut the foot off a stocking or tight, and put the foot in the basket and stretching the leg over the basket. This will help catch really fine particles. Hope this helps.
