Cloudy water

I have a 4,000 gallon pool with cloudy water. No matter how hard I try the water stays cloudy. I currently have good chlorine and pH levels but still cloudy. How can I fix this. I have paid alot of money for pools chemicals and I now want to try the bbb method for clear water.
