polaris booster pump connections

I'm replacing a broken quick connect on the inlet side going into the polaris booster pump. The inlet hose currently has a manual pvc shut off valve inline in the flexible hose about one foot in front of the pump. When I turn the pump on I have to manually open the valve. When the pump is off, if I don't close the valve, I can feel water coming out of the connection in the pool where the polaris attaches. Is it normal to have a manual shutoff valve in the inlet hose? I haven't see one in any of the examples I've found. Should water be coming out of the connection in the pool when the pump is not on?
