high alkalinity, low pH

If pH is low by using pH down, and alkalinity is high, will the water still cause the same issues (burning eyes, fading liners, eating metals etc...) as it would if the alkalinity was low? If not, then why adjust alkalinity, when pH is the main factor in corrosive water.
