Return lines on a tanning ledge

Are those bubblers on a tanning ledge return lines? I'm adding a tanning ledge to my inground pool and have a couple return lines in the wall that will be buried so I thought I should route them as bubblers in the ledge. Just wondered if indeed bubblers are return lines
