Hi, and welcome!

You may be making mistakes in your assumptions, for example, that it's the chlorine that's irritating her skin. We generally find that there are other issues in a person's pool's chemistry that cause irritation.
A "salt" pool is a pool using salt-water chlorine generation. It's STILL a chlorine pool. Plus, many Above Ground pool makers void the warranty if you add one.

When she's in our pool is breaks out real bad afterward, only in chlorinated pools. At the beach she's fine, talked with her doctor and he gave us some advice on dealing with. But she loves the pool, so we are swapping over and going BIG.

That doesn't change what I said. Frequently, most chlorinated pools have other contaminants that are serious irritants. It's POSSIBLE your daughter is truly chlorine sensitive, but that condition is usually very, very rare. With a properly balanced and maintained chlorine pool (as per our BBB method) such sensitivity usually vanishes. I suspect, if she's OK in low-chlorine pools, that it's the chemistry, not the chlorine level. Combined Chloramines are VERY irritating to skin and eyes, which is why we like them to be at zero.

But a salt-water pool, is STILL a chlorine pool. There are alternative sanitizers, like Bacquacil and Bromine, but they are difficult and expensive to maintain and frequently and easily get algae.
