BrotherBrokePool

I came home from university one weekend to find that my brother (also in university, slightly different schedule) had managed to break a required safety handhold in our pool. He claims it "fell" off, but knowing goofy things he has done in the past... wouldn't put it past him to have sheared the handhold off. Of course, it falls to me to repair it myself, or manage the repair.
The pool was installed about 7 years ago.
I'm a bit tentative on working with this, simply because of the forces acting on the handhold. Not too sure on the best course of action.
Shot of an intact handhold relative to the hot tub. Didn't realize the picture was this bad.

Anddddd the location of the sheared off handhold. The accumulated mess has since been cleaned off.

I'm all ears for how to fix this, where else I should post, who all I should contact, etc.
Thanks in advance.
