First I needed to fix the green water after being gone for a couple of months. Then I needed to replace the pool pump (I'm now running a Pentair SuperFlo VS). Then the was water was cloudy (still working on that) and now even though I just vacuumed the pool a few hours ago, it looks as if I haven't. The bottom is covered in what looks like salt and debris. I vacuumed it all out this morning but now it looks like I haven't even touched it. Could my filter be the problem? I have a salt water pool with a DE filter that I backwashed and rinsed after vacuuming. I poured more DE into the skimmer as well.

First things first:
Do you have a set of tests for the following?
Free Chlorine(FC), Combined Chloramines (CC), pH, Total Alkalinity (TA), Calcium Hardness (CH) and Stabilizer/Cyanuric Acid (CYA)?
What is the volume (in gallons) of your pool? Is it above ground (AG) or in ground (IG)? Vinyl, concrete, tile, fiberglass?

Next, I'm not the DE guy here but at a guess when you re-charged your DE, you didn't use enough. Also, if you can vacuum directly to waste, rather than to the filter, there's no way for the dirt to get back into the pool. (I don't know if you can do that with a DE filter. You can with a sand filter).

If the water's cloudy-green, you still have algae and will need to dose your pool with lots of chlorine. You can always use bleach, but if your stabilizer is low, then Dichlor granules would be great.
