We are possibly purchasing a house with a pool already installed. One thing we noticed are 2 PVC pipes coming out of the actual water, over the edge and to the pump or possibly heating system. has anyone seen this before? I was wondering if it may be a problem with the pump system underground, so this is just a make-shift way of using a pump.

Hard to know for certain without actually seeing it, but yes, have seen it several times. Return lines broken so rather than spend the money to find and repair the leak, spend $50 to run the return line over the deck into the pool. Works, but obviously unsightly.

Yes it's makeshift, and MAY indicate something far more expensive is wrong with the pool. That is MAY indicate.
