got in last night to vacuum (can't see bottom) and also noticed that the liner feels rough.

+ rough vinyl walls are often 'sand algae' residue => http://pool9.net/algae-sand/
+ if your water is green . . . you have to kill the algae first. With a CYA=80, you'll need to raise your chlorine to at least 15 ppm to be effective.
+ Get a cheap OTO / phenol red drops kit ASAP; order a K2006 => http://pool9.net/tk/
+ If your water is gray, and the algae is dead, but is still 'hanging around', you probably have an AG pool with pump / filter problems. We sometimes see this on IG pools, but it's common on AG pools. Fill out the pool equipment form, and I'll take a look. Be sure to include the make / model of pump & filter => http://pool9.net/pf-equip-form/

Water is not green. This morning I could see the bottom step and you can see a white residue that goes away when touched. Turn on pump and it gets cloudy again on can see top step. Water not grey either

I noticed that you completed the form, but didn't enter your pump & filter make & model. If you'll do it again, and include that info, I'll take a look.
Did you read the sand algae page? It sounds like you may have sand algae residue AND a pump / filter mismatch problem.
