I have a Hayward H250 gas heater with electronic ignition

Heater at first today had no light slit and nothing on control panel worked. There was power to unit as it is on same circuit as my pool pump and that was working fine.

I shut off breaker and gave it a minute or two and once I turned on indicator lights on heater were on and everything seemed fine.

Went to fire up the heater and got error code IF (Ignition failure)

Right away I assumed it was my gas discharge ports (have spider webs in them every year) cleaned them out and still no fire. I checked electronic pilot and it glows hot during startup process. I checked flame sensor wire and free of corrosion. During the start up I do hear a click which seemes to come from the gas valve and I start to hear the gas flow then another click and .... nothing. It then goes through cycle again and then I get the error code.

Checked my manual. I took a meter and put it on the 2 electric connections on the gas valve. Once it did the "click" I read 22.9 volts on meter for a few seconds and then after the next click down to zero.

Would this most likely be a bad gas valve?
