With goggles on underwater and your chemicals are "suppose" to be correct should the water be some what cloudy cause of the salt? Or should it be as clear as a non salt pool? ( Hope that makes sense)

Makes sense. It should be clear. Consider this, the beautiful blue Caribbean waters are 30,000 ppm salt or higher, yet crystal clear water. You have approximately 3000 to 5000 pm of salt in your pool system.
Cloudy water is from some other reason. Filter issues? Insufficient circulation times? Water Chemistry balance? High TDS (calcium hardness, magnesiums, metals, etc). Also, is your pool a plaster pool or painted pool? Painted pools, after a while, will start chalking. Plaster pools can release plaster dust.
Post a full set of water chemistry results so we can determine if its water chemistry related.
