On initial startup of a neglected pool. Considering all other factors are ok. What should you bring the FC level to and how long should you keep it there? Do you keep it high until the CC goes to 0 and then let it taper off into the 3-6 range?

It depends on your stabilizer level. But for a starting point, aim for 15ppm. Just add bleach until you reach it. Keep it at that level (no higher) and brush your pool everyday, and vacuum it to waste everyday.
Check the CYA Best Guess table for everyday levels and shock levels.
Check your chlorine level 2 - 3 times a day. Be patient and persistent.

Yes, that's how I do it (I think Carl missed the point of your question). Theoretically, a 0 for CC should indicate the chlorine is not working on anything. Ergo, nothing to do, no algae to consume. Ipso, let the chlorine taper off till whatever the "Best guess" chart indicates you should have normally.
This weekend I took my 22K gal. vinyl inground from that lovely pea soup on Thursday to crystal clear on Tuesday. I heavily relied on Michael's calculator for chlorine and CYA. On Monday FC was down to 8, CC was effectively 0 and CYA was 30 - 40.
