How long before the brown shows up?

If I have metal in my rural water and I add chlorine, how long will it take to turn brown? It's kind of cold here, about 50 F, does that affect it?

24 hours now, and still no brown water. I'm doing this in a bucket. My wife says it's not oxidizing because it's too cold.
