water is raising as we speak.
Question # 1 since I know the test result before the pool is filled can I begin adjusting the water now. Or do I need to wait till its full? Filling with a hose 24"x52' (not sure how many gallons that is) so I am guessing it will take three days to fill.
Question # 2 It has been advised to not fill at night due to the temperature drop and shrinkage in the liner during this time. At what temp should I be concerned? Super hot days 90+ evenings mid 70's.
My (probably) incorrect shopping list:
8 gal 6% unscented bleach
2 box Borax
5 lbs baking soda
CYA amount unknown.
Please help with my shopping list.
My number one event should be PH. yes?

I don't know about the "not filling at night" advice--if you already have a substantial amount of water in the pool, I wouldn't think it would matter, but Waste or Pooldoc might be able to help better there. I know they filled my pool in Louisiana during the first week in July (102 degrees during the day) when it was installed, and they filled it overnight with no problems.
I would probably not adjust the water completely until the pool is filled--but I would add a little bleach, swirled around really well so that it doesn't contact and bleach your liner, as the pool fills. That should be the first priority--you don't want it green from the beginning!!
Your number 2 event would be the pH, and it can be dealt with at the same time as the chlorine. If it's at least 7.0, then I would leave it alone until the pool is full. If your fill water is substantially below 7.0 (I'd be surprised if it is) then you can pre-dissolve a little Borax and add it--but adding a lot of Borax to a little bit of water is going to raise it way high, so be careful.
It would be helpful if you could post the test results numbers--without them, we're just guessing at what you need to do :)
Also for clarification, is this pool 52 feet round and 2 feet deep?

my bad should be 24'x52" sounds like 13000 or 13595 gal depending on where you look
The PH I have been told is 9.1 to 9.2 out of the tap and remains consistent. Per local water company. So I will need to lower. Looks like several choices are available for this. I was under the impression that it is hard to maintain the Chlorine levels until the PH is where it should be. Did I misread that?

No, but it's not particularly true, or relevant.
You need to both maintain chlorine levels AND lower your pH. 1 gallon of 6% bleach will add about 6 ppm of chlorine to your pool. If you add that gallon each EVENING, your pool will stay in pretty good shape, while you take care of other things.
Read the muriatic acid page linked in my signature. Then get a gallon or two from Lowes, etc, and start lowering your pH. I'd recommend an 'estimated' pint of acid poured directly from the bottle into the pool. Do NOT try to measure it. Wait 4 hours, before retesting and dosing if necessary.
Get some dichlor, which will raise both chlorine AND stabilizer:
