humming no circulation

Help! I am going ibnto my 3rd year of pool ownership and already have had a quarter size hole in my liner and a pretty bad alggae bloom. At the end of last season after I backwashed, I went back out and my pool was humming with no circulation. I unplugged and left it until the next day and when I plugged it back it started running. Again, a few days later, same story. I remember reading last summer that something was sticking in the open/closed position inside but I can't remember what it was or how to fix it. Help!!!! It's a Hayward.

Meanwhile, if you will mix plain 6% household bleach with water (1:2) and pour it around your pool, you can keep your pool from getting slimed while you work this out. Add 1 gallon of 6% bleach per 10K gallons of pool water to start (3 gallons if it's already turning green) .
