It's rained here enough over the past week or so, that our water level has risen to just over the skimmers. We have a vinyl liner pool with a SWG.
Do I need to drain it? Will this high level cause damage to my pool?

Your skimmer's will not remove any floating debris.... might as well backwash until the water is at the correct level. It should only take a few minutes.

I have a cartridge filter, so I don't think that I can back wash. I'd have to pump out the water, and the only pump that I have is a pump cover pump which I believe is submersible, but very, very slow (1/4 hp).
Will it cause harm to let the water level remain high until the water evaporates? I can manually skim the water for a little while.

When my pool gets overfull due to rain I let the kids have some fun doing cannonballs.

If you can get a hose into the pool and the open end lower than the level you want you can siphon it off, no pump needed. If it's above ground it's even easier.
