hi, last year we purchased a home with an inground gunite pool and now we have yellow spotting that is rough to the touch...
can someone tell me what what it is and what I need to do to fix these?

Yes, I recognize it - - however your photos were not very clear (plus, I don't think I want to allow Imageshack links).
Fortunately, I have some 10 year old pics of the same thing.
Unfortunately, that's the good news. All the rest is bad news.
One name for the problem is "plaster mottling". It's a defect in the plaster surface that is caused by:
a) workmanship, or
b) changes in the Marcite / white cement formulation, or
c) pool chemistry, or
d) something else, or
e) all of the above.
The debate was fierce and ongoing when I took those pictures a decade ago . . . and nothing much as changed since.
But, to answer your question, you can replaster or paint. There's not any simple patch that will fix it up.
