When is the best time to add chemical to the pool? During the late evening hours or early morning? The testers recommended to raise the Chlorine a bit and to raise the aklanity up? No one will be swiming in the next 20 hours. Temperature of the water right now is about 80 but rain is expected in 24 hours. Or maybe I should wait till the rain passes? I just want to get the most value for my money.

Borax (increase pH) and baking soda (increases TA) can be added anytime. What testers do you mean, that recommend to raise your alk?
When adding chlorine, it's generally best to add it in the evening after the sun is off the pool. Regardless of your stabilizer level, you're going to lose some of your chlorine to the sun, and if you'll add it after sundown, the chlorine has the most time to work on sanitizing your pool water before the sun comes out. I definitely would add a little extra chlorine after a rain, but if the chlorine is too low before the rain, don't wait---sometimes a good rainstorm can promote a healthy algae bloom!
