Cleaning White Plastic Stairs

I had my IG vinyl pool put in this past year and the stairs got dirt/clay splattered on them... Now I am trying to get the spots off (Orange/Red) the white stairs... What is the best product to do this with... They are orf course underwater. Thanks for the info.
